Toby McGrath is a non-lawyer Senior Consultant and Leader of the firm’s Government Relations & Campaigns Practice Group. Specializing in election campaigns, government affairs, public relations, and organizational development, Toby combines strategic thinking, comprehensive subject matter expertise, and a decades-long track record of successful advocacy, to deliver significant value to clients.

Toby is a trusted advisor to private sector clients who turn to him for help with strategic planning, forming and leading coalitions, and legislative advocacy. Toby works closely with clients and crafts strategies to advance their interests in areas including telecommunications, environment and land use, energy, education, campaign finance, tax, labor, business, and appropriations. An expert with multiple certifications in organizational development, Toby also assists organizations in optimizing their mission, goals, and processes for success.

Toby has managed or consulted on campaigns from municipal to referendum to congressional to presidential in over 30 states, including Campaign Manager for Senator King, and State Director for President Obama in 2008 and 2012.

Prior to joining Drummond Woodsum, Toby served in multiple legislative roles where he forged strong relationships with leaders in government and business. He served as Deputy Chief of Staff for Senator Angus King, Chief of Staff to the Maine Speaker of the House of Representatives, and Chief of Staff of the Maine House Majority Leader. In 2009, President Obama appointed Toby to be the Assistant Administrator for Field Operations at the Small Business Administration.

In his free time, Toby enjoys playing basketball, mountain biking, fishing, and coaching youth basketball and lacrosse teams.
