About

Joanna Brown Tourangeau is a member of the firm’s Environmental and Natural Resources Practice Group and has substantial experience representing commercial, industrial, municipal, and Tribal Nations clients on the full spectrum of environmental, natural resources, and municipal land use issues. With over 20 years of experience practicing in Maine, New Hampshire, and Massachusetts, Joanna delivers clear, actionable advice on permitting, licensure, compliance, and liability matters in connection with air, water, and solid and hazardous waste regulations and statutes.

Joanna also counsels major industrial clients, such as biofuel refineries and natural gas pipelines, on environmental and land use issues related to construction or expansion of facilities. Recently, Joanna successfully obtained local, state, and federal permits for Nordic Aquafarms – a 60-acre land-based aquaculture facility in Belfast, Maine. This land-based seafood facility allows healthy protein production in a controlled environment using state-of-the-art wastewater treatment technology.

Additionally, Joanna trains and audits facilities in Maine and New Hampshire for compliance with environmental and OSHA requirements including those applicable to air, water, solid waste, hazardous and universal wastes, hazardous materials, safety and health, emergency planning, and community right to know. She also negotiates penalties associated with regulatory notices of violation and administrative complaints.

Joanna is a Downeast Mainah whose southern Maine exploits include all things water- skiing, boating, swimming, and island hopping in the summer and all things inland in the dark season.

Representative Clients & Matters

  • Nordic Aquafarms: Local, state and federal permitting for 60 acre land based aquaculture facility in Belfast, Maine.  This project takes the fish out of water to allow production of healthy protein in a controlled environment with state of the art wastewater treatment technology.
  • Merrimack, NH: Supporting Town in addressing air, water, and land PFAS issues presented by operations of a significant local business.
  • Keene, NH: Supporting the City in NPDES wastewater permitting.
  • NECEC: Counseling project opposition to ensure project compliance with applicable environmental statutes and regulations.
