About
Matthew Decker combines subject matter expertise with sophisticated advocacy skills to provide New Hampshire cities and towns with counseling and litigation support on a wide array of legal issues including code enforcement, land use, public roads, public meetings, public works projects and infrastructure, property tax enforcement, property tax appeals, law enforcement, and contracts.
Knowing that details can drive outcomes, Matt is known for taking a highly analytical approach to his work and helping his clients make confident decisions. Matt has successfully prosecuted numerous zoning and code enforcement cases, junkyard enforcement cases and suits for ejectment following tax deeds. He also led the successful defense of a New Hampshire town in a three-day trial on the status of a public road.
In his free time, Matt relaxes at home in the woods of New Hampshire with his wife, two children, and one cantankerous cat. He also enjoys outdoor sports, skiing at Whaleback in the winter, hiking all over the White Mountains in the summer, and distance running, having successfully completed the NYC marathon twice. He feels safe admitting to New Englanders his love for the New York Mets following Boston’s four recent championships (no more hard feelings about 1986, right?) and might be a Star Wars nerd. Dedicated to using his skills to improve his local community, Matt serves as a member of the zoning board of adjustment in Plainfield, New Hampshire.

NHMA's 2024 Effective Guide to Code Enforcement Workshop
A half-day virtual workshop which provides municipal officials with practical guidance on how to navigate the nuanced procedures associated with code enforcement, as well as practical advice in pursuing an enforcement action against non-compliant property owners. Presenters addressed some of the most difficult issues under the law, including junkyards, dilapidated buildings, and health codes.

NHMA Code Enforcement Workshop
Building inspectors, code enforcement officers, fire chiefs, health inspectors, and various other municipal officials are responsible for the enforcement of a variety of codes, regulations, and ordinances related to the use of land. These include both local regulations, such as zoning ordinances, site plan and subdivision regulations, health regulations, and the conditions of approval that accompany many land use board approvals, as well as state law, such as the State Building and Fire Code and statutes governing junkyards.
